Board Meeting
May 13, 2026, at 7:00 pm in the Town Hall (gym). Located at 86870 Lenawee Road Herbster, WI
Call to order at 7:00 pm
Roll call: Mark Pope, Randy Kohlman, Donna Lundin, Tracy Gillespey, Brandon Madison, Erik Felt and Kristin Mintzlaff.
In attendance: Lois Palmer, Amy Missinne, Patty Carpenter, Keith Koenning and Tom Wissing.

Approval of minutes
April 8, 2026, Board Meeting
Motion by: Donna Lundin/sErik Felt to approve the April 8, 2026, meeting minutes. Carried unanimously.
Approval of Treasurer’s report
April 2026
Motion by: Randy Kohlman/sDonna Lundin to approve the April 2026 Treasurer report.
Carried unanimously.
Approval of expenditures* See batch T-0513.
Motion by: Donna Lundin/sErik Felt to approve expenditures batch T-0513.
Carried unanimously.
Business: Discussion and action may occur on any of the following agenda items.
LRIP Grant-Was approved with the state covering 49% and the town covering 51% which the towns cost would be $413,432.33. It was discussed to look at different grants or other options such as piecemeal, crack sealing and patch work. Discussion was had to leave the road as is and to put into next year’s budget for repairs.
Motion by: Brandon Madison/sRandy Kohlman to reject the LRIP Grant and to look at alternative plans for 2027. Carried unanimously.
Ambulance Service-Erik Felt discussed that one of the county’s proposals is establishing a rapid response crew to go to the scene to stabilize patients. The county did not give a timeline on when this would be established. Jeff Byerhof will stay as the director of the SSAA until the end of 2026. There were discussions of getting training programs in place closer to the town. Jeff will attend more board meetings to keep the community informed. In the next few months, a special meeting will be held with the towns that contract with the SSAA. Erik once again expressed the need that we have for EMT’s and Firefighters.
Cemetery-Tree Cutting-Two bids were given for tree trimming and removal of a dead tree at the cemetery.
Motion by: Randy Kohlman/sDonna Lundin to accept bid from Quality Tree Service. Carried unanimously.
Update on County Zoning-Keith Koenning updated the board on the comprehensive zoning that the county is hoping to have into place by the end of the year. The TPC will keep the board informed on updates.
Alternates for Board of Review
Motion by: Donna Lundin/sRandy Kohlman to appoint Tom Wissing and Lois Palmer as alternates to the Board of Review. Carried unanimously.
Town Plan Commission: Pope
No meeting was held.
Fire Department: Felt
Audit was done on May 12th. Joint training on Saturday. New candidate. Work is being done to the truck. High fire danger zone with the dry weather.
Ambulance: Felt
No report
Campground: Madison
Patty is getting some quotes for new internet since there has been difficulties with the one they are currently using. Brandon will talk with Justin Viken regarding where to spread gravel in the parking lot. Some projects in place, painting trim, touching up the welcome center, putting out decoys to for the geese and purchasing some dog deposit dispensers.
Playground: Madison
One of the slides was taken off because it was damaged. Parking lot was extended.
Cemetery: Lundin
Two burials will be held, one in May and one in June. There will be a volunteer clean up on
May 15th at 10 am. Brandon will be finishing the clean up with a group of kids on May 20th.
Roads: Pope
Road ban was lifted. Will be doing ditching.
Boat Launch/Bark Bay Slough: Pope
Dock in.
Gym: Pope
The new doors will be installed on May 21st and 22nd. The key pass will be activated on July 1st.
