Town of Clover – Meeting Minutes

Board Meeting

April 8, 2026, at 7:00 pm in the Town Hall (gym).  Located at 86870 Lenawee Road Herbster, WI

Call to order at 7:00 pm

Roll call:  Mark Pope, Randy Kohlman, Donna Lundin, Tracy Gillespey, Brandon Madison and Kristin Mintzlaff. Not Present: Erik Felt.

 

In attendance: Mark Filonowich, Lois Palmer, Ryan Frostman, Pete Burton, Donna Harding, Sandy Galer, Dena Natins, Judy Lindquist and John Mundahl.

 

Pledge of Allegiance

 

Approval of agenda

Motion by: Brandon Madison/sDonna Lundin to amend agenda for gravel bids to be opened before public comment.

Carried unanimously.

 

Motion by: Donna Lundin/sRandy Kohlman to approve the April 8, 2026, meeting agenda.

Carried unanimously.

 

Opening gravel bids-

Olson Brothers submitted a bid of $17.85 per ton.  3500 tons of ¾” base aggregate dense per specifications, for materials and delivery coordinated by road supervisor for a total cost of $62,475.00.

 

Trusty Trucking/South Shore Sand and Gravel submitted a bid of $17.24 per ton.  3500 tons of ¾” base aggregate dense conforming to WDOT spec 305.23.2.1 on various roads.  The material is quarried basalt, ¾” minus road gravel. A current test is included with bid.  Anything delivered beyond Lenawee Road and Seven Mile Road will add an additional $2.00 per ton for a cost of $19.24 per ton.

 

Motion by: Brandon Madison/sDonna Lundin to accept Trusty Trucking/South Shore Sand and Gravel’s bid for the cost of $17.24 per ton.

Public comment (3-minute limit)

Donna Harding stated that she would like to purchase through a grant a shatter proof mirror that folds up for the use of her tai chi class.  This mirror would be at no cost to the town and she feels it would benefit other classes that are held at the gym.  She would like to be able to store this mirror somewhere, preferably in the meeting room.  Mark Pope stated that he has contacted the insurance company to verify that they would not have an issue with this and when he hears back from them, he will notify Donna.

Motion by: Randy Kohlman/sDonna Lundin to approve the March 11, 2026, meeting minutes.  Carried unanimously.

Motion by: Randy Kohlman/sDonna Lundin to approve the March 2026 Treasurer report.

Town Plan Commission: Pope

No meeting was held.

 

Fire Department: Felt

No report.

 

Ambulance: Felt

Jeff Byerhof is retiring from the South Shore EMS as of June 30, 2026.  Stacy Danula has put in her resignation from the South Shore EMS as of June 30, 2026.  A presentation will be held at the Bayfield County EOC on April 22nd to present and discuss two proposals for a Countywide EMS system. Mark Pope will be attending and asked the supervisors to join him.

 

Campground: Madison

Reservations are coming in.  Campers will be paying a fee to cover the camp spot fees.  Some work needs to be done on the trailer shower’s outer wall, and the golf cart needs some maintenance.

 

Playground: Madison

Brandon discussed the basketball court being redone with no cost to the town it would be taken care of through donations.  Brandon will reach out to the Herbster Community Club to talk with them about possible help with this project. Some of the equipment needs to be worked on.

 

Cemetery: Lundin

Two burials will be held in May.  Brandon would like to get the high school kids to help with the clean up of the cemetery before Memorial Day.

 

Roads: Pope

Road inspections will be done in May sometime.  A discussion was held about the snow plow digging up some grass.

 

Boat Launch/Bark Bay Slough: Pope

No report.

 

Gym: Pope

The new doors will be installed on May 21st and 22nd.  The key pass will be activated on July 1st.
